Hisbah Commander withdraws resignation, declares war against sex workers

Federal High Court Kano, yesterday, barred Kano State Public Company and Anti-Corruption Corruption from investigating the immediate past Governor of the state, Abdullahi Umar Ganduje, on alleged dollar bribery. 
 
In a judgment delivered by Justice Abdullahi Liman on a fundamental rights suit filed by Ganduje, the court held that the state anti-graft agency lacked the power to investigate the National Chairman of the All Progressives Congress (APC). 
 
The presiding judge said the offences levelled against Ganduje were mainly federal charges that could only be prosecuted by the Attorney General of Federation through the Economic and Financial Crimes Commission (EFCC).
  
Ganduje had, in 2018, denied the video released by Daily Nigerian, an online news platform, showing where he allegedly received dollars said to be a kickback from a contractor. He insisted the clip was doctored.
 
But the Kano Public Complaints and Anti-Corruption Commission (PCACC) insisted the video was authentic and invited the former governor to clear himself of the allegation. 
 
Ganduje, who declined the invitation of the agency, obtained an ex parte order restraining the agency from inviting, investigating and, or, harassing him, pending the hearing of fundamental right application before the court. 
   
Matthew Burkaa, a Senior Advocate and counsel for Ganduje, had told the court that the application was brought pursuant to fundamental rights enforcement procedure rules, 2009 and Section 46 of the Constitution of the Federal Republic of Nigeria, 1999 as amended.
 
Burkaa said the fundamental rights suit was to protect the rights of Ganduje, his family members and all the applicant’s appointees.   Opposing the position of Burkaa, counsel for anti-graft agency, Femi Falana, SAN, insisted Ganduje was under constitutional rights to defend and clear his hard earned integrity of alleged corruption. 
 
In his judgment, Justice Liman upheld the prayers of Burkaa seeking to protect the fundamental rights of Ganduje, members of his immediate family and political appointees that served his administration. 

The counsel for the anti-graft agency, Usman Umar Fari, has. However, said his client would challenge the judgment of the lower court at the appellate court. 

MEANWHILE, Sheikh Daurawa has withdrawn his resignation as the Director General of Kano Hisbah Board.  Daurawa accepted to withdraw his earlier verbal resignation and resumed his duty as commander of the board after the intervention of Sultan of Sokoto, Saad Abubakar III and Coalition of Ulama, who reconciled his perceived differences with Governor Abba Kabir Yusuf. 
 
Daurawa resigned via a few minutes video clip posted on his official Facebook page on Friday.  Daurawa’s resignation came less than 24 hours after Governor Abba Kabir Yusuf faulted the new method of operations being deployed by Hisbah against acts of immorality in the state. 
 
While addressing Ulama at the Government House, last Thursday, Yusuf, specifically kicked against the system of invading public places in the name of arresting sex workers and homosexuals, an act he considered uncivilised. 
 
Yusuf also frowned at Hisbah’s ‘harassment’ of social media influencers, insisting the board must review its present operations to correct the wrong in the society. 
   
Reacting to Governor Yusuf’s comment, the Daurawa explained that Hisbah Board under his stewardship had embarked on a series of activities to correct the immorality being perpetrated in the society, especially by social media influencers. The commander, yesterday, returned to Hisbah headquarters to the warm admiration of staff and well wishers.
